Step 1: Face Prep

After you moisturize and prime, start off with a lightweight foundation, like Nars All Day Luminous Weightless Foundation, You can also use BB or CC cream; you don't want to be sweating off tons of makeup in that summer heat.

Step 2: Concealer

"Whether you desperately need it or not, concealer reflects a lot of light and brightens everything," said Julianne. "Sometimes your foundation will do the job [of evening out your skin], but always use concealer on the eyelid." This will avoid those greasy, eyelid creases. Next, use an HD powder to set it.

Step 3: Brows

"A lot of people with black hair think they should have black brows, but you always want to do them in dark brown so it's less distracting," said the makeup pro, who actually used two tones to fill in the brows. "I like to use the darker color around the boomerang-shaped area of the brow to bring all the attention to the arch." Next, brush out the brows to blend and soften the look."

Step 4: Bold Lip

"Do your lips first when doing a bright lip so you don't overdo the eyes," suggested the makeup pro, who used Kat Von D Studded Kiss LIpstick in Countess. "If you want the most color saturation, you'll want to apply it straight from the lipstick bullet."

Step 5: Falsies

Taking in to account the bold lips, Julianne simply emphasized the eyes with fake lashes. The trick is to go easy on the glue, warned the makeup maven.

Step 6: Liner

For the perfect cat-eye, start from the wing and follow the lash line in. There's no need to line the entire eye either. Then use a brush to slightly smudge the lines for a cat-eye that's even but not too retro.

Step 7: Mascara

To get to the root of those lashes (without messing up your makeup), place a tissue or business card underneath the lower lashes and really get in there.

Optional: Use a highlighter around the cheekbones for a radiant finish.
